If you can convince your livestock that outside of the field there is nothing but predators and danger then you as a farmer (or government) do not even need to build a fence. This is one of the base theories of statism, and is effectively created by the invisible fence of propaganda, that which some of us spend our lives trying to become free of.

The crony capitalist model of our own countries has benefited from the development that if you don't force someone into an occupation (which was the feudal method of social organisation), then a person who has chosen their occupation will feel a lot more free than they really are, and that person will become more enthusiastic.

The realisation here is that a ruler cannot make serfs enthusiastic! The resultant taxation creates a larger and larger leech-like ruling class which hangs off the jugular of the citizenry.
